Das Außenministerium der Taliban hat heute erklärt, dass alle Pässe, die von den Botschaften und Konsulaten in Deutschland und anderen europäischen Ländern ausgestellt wurden, von ihnen nicht mehr anerkannt würden:
„Notice for all Afghan Nationals residing in European countries!
The Islamic Emirate of Afghanistan consistently strives to defend the legitimate rights of Afghan nationals residing abroad, particularly in European countries, and provide them with easy consular services.Meanwhile, the Ministry of Foreign Affairs has repeatedly urged the Afghan political and consular missions in European countries to engage with Kabul to at least address consular services-related issues of Afghans and provide better services for Afghan citizens. Unfortunately, the actions of most of the missions are carried out in without coordination, arbitrarily and in explicit violation of the existing accepted principles.
Therefore, IEA-MoFA informs all Afghan nationals residing abroad that following this notice, the consular services such as deeds, endorsements, NOCs, issuing passports, passport renewal stickers, visa stickers, etc., from the missions in London, Belgium, Berlin, Bonn, Swiss, Austria, France, Italy, Greece, Poland, Sweden, Norway, Canada and Australia are no longer accepted by MoFA and relevant departments, and the Ministry of Foreign Affairs bears no responsibility toward these documents and no actions will be taken thereof.
All Afghans living abroad and foreign nationals can visit the IEA political and consular missions in other countries, other than the above-mentioned missions, to access consular services.„

Kurz darauf hat das Außenministerium der Taliban diese Meldung ergänzt und fünf Auslandsvertretungen benannt, die weiterhin konsularische Dienste anbieten würden.
„All Afghan and foreign nationals seeking consular services in Europe can visit Afghan missions in the following countries:
1.The Kingdom of Spain;
2.Kingdom of the Netherlands;
3.The Republic of Bulgaria;
4.The Czech Republic; and
5.Munich, Federal Republic of Germany.“

Was das für die Praxis der Ausländerbehörden bedeutet, die ja weiterhin regelmäßig Menschen aus Afghanistan zur Passbeschaffung auffordern, wird sich zeigen. Erst letzte Woche verschickte das Sozialministeriums in Schleswig-Holstein ein Rundschreiben, in dem es hieß:
„Wir haben uns mit dieser Fragestellung an das Bundesministerium des Innern und für Heimat gewandt. Das BMI hat sich dahingehend positioniert, hier keine unterschiedliche Bewertung vorzunehmen, bei bzw. durch welche(r) afghanische(n) Autorität (Islamisches Emirat Afghanistan = Taliban-Regime oder Islamische Republik Afghanistan = ehemalige, demokratische Regierung) ein afghanischer Nationalpass beantragt bzw. ausgestellt wurde. Afghanische Nationalpässe in Form der bisher anerkannten Passmuster werden bis auf Weiteres akzeptiert.„
